A ground-breaking ceremony has marked the commencement of work at a new Extra Care Independent Living development in Stalham, Norfolk.
Housing 21, a leading national provider of Extra Care and Retirement Living housing, was joined by representatives from Norfolk County Council and North Norfolk District Council, who have provided £3m of capital funding to support the development. Representatives from the construction contractor Healthcare and Community Construction Ltd (HCC) and the TSA Riley consultancy team were also in attendance.
The scheme, located on land off Yarmouth Road, will comprise 43 one-bedroom and 18 two-bedroom self-contained apartments which will all feature their own balconies. The apartments will be available to rent for local people over the age of 55.
Residents will have the assurance of an on-site care team who will be available 24/7, allowing them to live independently but with care and support on-hand if they need it. Residents will benefit from a range of facilities including a restaurant, residents’ lounge, hair salon, laundry room, guest room, assisted bathroom and mobility scooter store. There will also be landscaped gardens and plenty of on-site parking.
Peter Smith, Delivery Development Manager from Housing 21 said: “We are excited to work with HCC to deliver this new Extra Care court in Norfolk and I am confident it will be a flagship development of this type showcasing the very best that Extra Care Living has to offer”.
Cllr Thomas, Cabinet Member for Adult Social Care in Norfolk, said: “It’s so exciting to see work begin on the new Extra Care Independent Living development here in Stalham.
“We know that residents want to be able to live in their own homes for as long as possible, and Norfolk County Council has made a firm financial commitment to enable this to happen. Schemes like this one, which allow people the freedom of having their own home, combined with the peace of mind of having care and support on site, are so important.”
Cllr Fredericks, Deputy Leader of North Norfolk District Council and Portfolio Holder for Housing & Peoples Services added: “This will be a great addition to the range and quality of housing for older people in North Norfolk, and a great boost for Stalham”

The development is being delivered with grant funding from Homes England, Norfolk County Council and North Norfolk District Council. It will be Housing 21’s fourth extra care court in Norfolk. It is scheduled to open in the Spring of 2027.
