
About Oldham PFI
In October 2006, Housing 21 entered into a 30-year contract with Oldham Council to manage and maintain much of its sheltered housing and provide support services to residents. Throughout the contract the council retains ownership of the homes, whilst we act as managing agents.
Across the Oldham borough on behalf of Oldham Council, we manage 6 Extra Care schemes, 13 Retirement Living schemes and 820 bungalows.

If you, or someone you know, want to apply for housing in Oldham, you need to register with Oldham Council. You must also be a resident or have connections to the borough of Oldham.
If you are interested in registering for Extra Care properties in Oldham, the leaflet below will provide you with a little more information to help you with the application process. You will be sent a medical form to complete.
Repair requests should be reported repair line: 0800 032 1215
When you report a repair, please tell us:
- Your name, address and day time telephone number
- Type of repair
- Location of the repair e.g. in which room or where in the court
- When you will be in, so we can arrange an appointment.
We will give you at least 24 hours notice of work being done, except in emergencies.
If you are unhappy with the conduct of the maintenance staff or the quality of the work, please inform your Local Housing Manager or contact Housing 21 Oldham Property Management Team on 0345 604 4447
We are not responsible for:
- Damage resulting from misuse or neglect
- Connection of gas cookers, washing machines or electrical cookers
- TV aerials (other than communal aerials)
- Toilet seats and covers
- Frozen pipes
- Any fittings or appliances you have installed
- Contents insurance
Your rent, heating and supporting people charge continues to be set by Oldham Council. We will advise you of any changes at least four weeks in advance.
If you are having problems paying your rent, please let your Local Housing Manager know immediately and they will be able to give you advice on what help is available. They can also inform your Neighbourhood Services Manager to set up a payment arrangement to help you clear any outstanding debt.
Payment Methods
Direct Debit
The easiest way to pay you rent is by Direct Debit. To set up your Direct Debit, please do the following:
Upon receipt of a completed direct debit form a member of the customer services team will contact you to discuss payment dates and amounts.
Payment card
If your bank account does not accept Direct Debit, then payment can be made by a payment card.
To request a card please send us as email or telephone the Oldham Customer Services team on 0345 604 4447.
Housing Benefit
If you would like advice or information on Housing Benefit or any of the other welfare benefits which may be available, please ask your Local Housing Manager.
